Voting Question: Best place to buy a formal dress?

I'm 24 years old, and I'm having a Chinese engagement ceremony/party at the end of December. My mom tells me I need to dress like it's prom (meaning, it's a big occasion). I usually do my dress shopping at Victoria's Secret online, but I didn't see anything that I liked. All the dresses I have right now are brown or black. My mom says I can wear any other color but those two. =P Red would be best. So I'm wondering if any of you out there have any good suggestions for where to shop for a dress for an occasion like this. I'm in Bothell, WA in case that helps.
